1. (S) Poloff delivered reftel points to MFA IO Department
UN Affairs Division Director Yang Tao on September 14.
Noting that Indonesia has no objection to the UN 1267
Committee's listing of the Indonesian branch of the
International Islamic Relief Organization (IIRO),Poloff
passed a copy of reftel non-paper to Yang, saying that he
hoped the additional information will encourage Beijing to
quickly lift its current hold on designation.


2. (S) China attaches great importance to the 1267 Committee
and wants to see it play an active role in counterterroism,
responded Yang, claiming that China's current hold on the
Indonesian IIRO is "not related" to the U.S. position on
ETLO/SHAT. According to Yang, China placed the hold because
Chinese experts believed the information the U.S. provided
was "too simple" and did not provide a sufficient basis for
designation. The Chinese hold should not be taken to mean
China does not support the designation of terrorist
organizations, but such designation should be done carefully
and completely, said Yang. After briefly reviewing reftel
non-paper, Yang said he believed the additional information
will "be helpful" in lifting the hold, that he would convey
it to Beijing's experts and concerned parties, and would have
a response for Washington "shortly."
