1. (C) Per Reftel C instructions, Econoffs on Friday June 9,
2006 delivered Washington agencies' points on International
Energy Agency (IEA) membership for China to British Embassy
in Beijing Second Secretary for Energy Richard Ridout.
Ridout stated that he would keep Embassy Beijing posted on
any developments as London considers the merits of British
advocacy of IEA membership for China. Ridout also informed
Econoffs that London and Beijing will sign a Memorandum of
Understanding establishing a formal bilateral energy dialog
during a late-July visit to Beijing by Britain's Trade
Minister. Ridout indicated the first Sino-British energy
dialog meeting would probably take place in October or
November, 2006.
