1. (C) China takes seriously U.S. concerns about the
situation in Burma but has a different view about how to move
forward, MFA International Organizations Department Deputy
Director General Chen Xu told Polmincouns on June 5 in
response to Polmincouns delivery of Ref A points. Chen said
he would pass on the USG message to his superiors and to his
colleagues in New York for consideration. After using
standard language to state China's position that the
situation in Burma is an internal matter for the Burmese
people to solve, Chen said the United States and PRC have a
difference of opinion on whether Burma constitutes a threat
to the peace and security of the region and on how to affect
change in Burma.


2. (C) "No one is supporting the status quo in Burma," Chen
pointed out, noting that Beijing agrees that Burma needs to
make more progress in solving its domestic issues. However,
the PRC believes nations should take a "constructive
approach" to persuade Burma to change, as China and the ASEAN
countries are doing, rather than imposing resolutions,
sanctions or other measures on Burma. Therefore, China does
not believe it is necessary or advisable for the UNSC to
intervene in Burma's internal affairs, especially since
Burma, unlike "a nation like Somalia," has a functioning
government. Moreover, before the UNSC gets involved it is
necessary to get the UNSGY's opinion, Chen stated. Chen said
the PRC considers U/SYG Gambari's visit to Burma and his
"previously unthinkable" meeting with Aung San Suu Kyi as
positive developments.


3. (C) Polmincouns told Chen that we are pleased U/SYG
Gambari met Aung San Suu Kyi but much remains to be done. So
far efforts to affect change in Burma through engagement
outside the UNSC have not worked. The situation in Burma is
getting worse, not better. The problems in Burma spill over
its borders as fleeing refugees, trafficked persons, trade in
narcotics and communicable diseases from Burma affect Burma's
neighbors, including China. It is time for the UNSC to make
a clear, united statement of the international community's
concern about the plight of the Burmese people and the
negative affect that the policies of Burma's regime have on
the region.
