1. (SBU) Ambassador met March 21 with Health and Social
Welfare Minister Dr. Tamsir Bowe, registering concern over
persistent, credible reports of suspected AI cases among dead
birds in The Gambia and of GOTG's failure to have samples
tested abroad (reftel). Noting GOTG's previous statements
denying any AI cases here, Ambassador urged that GOTG provide
further details in its statements so as to set the record
straight and dispel the ongoing claims of suspected cases.
He also registered concern that, if indeed there proved to be
AI cases, delays in identifying them and taking steps to
prevent further cases only increased the risk of exacerbating
any eventual AI outbreak.

2. (SBU) In response, Minister Bowe flatly denied that there
had been any AI cases in The Gambia or that the GOTG was
holding any samples of suspected cases and failing to send
them abroad for testing. He repeatedly asserted that health
authorities examination of recently dead birds -- e.g., in
the Atlantic coastal area of Tanji near Banjul -- had
revealed the cause of death to be other than AI. When
Ambassador again urged authorities to explain publicly the
reasons for these deaths, Bowe indicated that the GOTG would
consider doing so. Bowe went on to repeatedly emphasize his
personal commitment to countering AI, saying he and his
ministry were collaborating closely with the veterinary
personnel of the Agriculture Ministry in their AI-related
monitoring and contingency planning.

COMMENT

3. (C) The Minister's presentation notwithstanding, we
cannot, at this juncture, rule out the possibility of a GOTG
effort to cover up actual or suspected AI cases. We intend
to stay in close touch with other donors -- the relevant UN
agencies, in particular -- while continuing to press the GOTG
to be transparent and forthcoming with the donor community on
the AI dossier. END COMMENT.
