1. Poloff delivered reftel demarche to Mr. Dusit Manapan,
Director of the Social Division at the Thai Ministry of
Foreign Affairs. Mr. Dusit explained that Thailand
"fundamentally does not believe in country resolutions" and
therefore would not support them. It is unclear, however,
what mechanism Thailand would employ to achieve this. Dusit
believed that Belarus would withdraw from tabling their
resolutions before they come to a vote, but suggested that
Thailand would support the U.S. if the U.S. tabled a "No
Action" vote.
