(C) Poloff delivered ref points to Thai Ministry of Foreign
Affairs Director of Middle East Division Chayapan
Bamrungphong on July 24. In a follow up meeting July 25,
Chayapan responded that the RTG is pleased with the incentive
package and U.S. willingness to negotiate with Iran.
Chayapan was particularly appreciative of the detailed
explanation of the incentive package. The RTG shares our
concern over Iran's actions and hopes that all sides can
negotiate a durable compromise. Chayapan agreed to urge his
Iranian interlocutors to respond to the package but--in
contrast with senior MFA officials' previous offer to pass
messages to Tehran--admitted that RTG contact with Tehran was
sporadic, shallow and rarely touched upon sensitive issues
such as this one.
