1. (C) Poloff delivered reftel demarche to Director Charn
Jullamon and Nichamon Agrasuta of the Ministry of Foreign
Affair's Peace, Security, and Disarmament Division. The Thai
government was still working out internally which agency
would represent Thailand on the OPCW Executive Council (EC)
and had not yet reached an official position between the
interested ministries. Nichamon complained that the meeting
agenda had not been sent in advance to the new EC members and
that they were scrambling to prepare for the meeting. The
Thai delegation will include a senior official from the
Ministry of Industry and officials from the Thai Embassy at
The Hague.
