1. (SBU) Poloff delivered reftel demarche to Director Charn
Jullamon and Nichamon Agrasuta of the Ministry of Foreign
Affair's Peace, Security, and Disarmament Division. MFA
officers said Thailand was considering subscription to the
HCOC and had submitted the text to the MFA legal department.
The legal department was specifically looking at whether
Thailand could implement all the requirements under clause 3
of the HCOC. Thailand would prefer that other Association of
Southeast Asian Nations (ASEAN) also pledge to join the HCOC
concurrently, noting that only the Philippines and Cambodia
had subscribed.
