1. (SBU) Poloff delivered reftel demarche to Charn Jullamon,
Director of the Peace, Security and Disarmament Division of
MFA. Charn said that the Thai government could not move
forward towards endorsement of the Proliferation Security
Initiative given that the current government is in caretaker
status. Endorsement would not be possible prior to the May
31 anniversary of PSI. Thailand remained interested in PSI
and was appreciative of the invitation to observe the April
PSI exercise in Australia. However, Charn acknowledged that
there was still some resistance to endorsement of PSI with
the Thai Navy. MFA would continue to work within the
bureaucracy to address these concerns.
