1. (C) DCM delivered ref A demarche to Florence Chong,
Assistant Director for International Organizations, Ministry
of Foreign Affairs and Trade, at OOB on October 16 (twelve
hours ahead of OOB in New York). Chong responded that
Brunei's support for Guatemala remained firm (ref B). She
shared our concern about possible third country candidates
emerging too early in the process, and said that Brunei's UN
Mission had been instructed to continue to support Guatemala.
