1. (C) Charge delivered reftel demarche to Hj Maimunah,
Deputy Permanent Secretary at the Ministry of Foreign Affairs
and Trade (MFAT) on October 11. Maimunah agreed fully with
the U.S. assessment that North Korea's "destabilizing"
actions showed a "reckless disregard for peace and security."
She said that the GoB had anticipated that North Korea would
proceed with the test, given the DPRK's actions and
non-response to ASEAN's criticism of the July missile tests.
2. (C) Maimunah said that the GoB supported freezing DPRK
assets in response to these actions. Brunei authorities had
already used existing anti-money laundering law powers to
search local financial institutions and property records, but
had failed to find any DPRK-linked assets. She added that
she had seen a draft UNSC resolution, noting Japan's
hard-line position, and said that Brunei would support a
consensus decision by the Security Council.
3. (C) In response to our request for a public statement to
reflect these private views, Maimunah cautioned that it would
be very unusual for the GoB to issue a statement. She said
that under these circumstances Brunei would more likely join
in an ASEAN statement. She said that the MFAT was actively
consulting with its ASEAN partners, but it was too early to
look for any statement to be issued by ASEAN as a group. She
emphasized that ASEAN had already made a clear statement on
July 27condemning DPRK's missile tests and urging the renewal
of the six-party talks.
