1. (C) Charge delivered Ref A points on the President's
Announcement on detainees and U.S. views on the War on Terror
separately to USA Desk Officer at the MFAT Arni Abu Bakar and
Deputy Director of the Research Department (Brunei's external
intelligence service) at MFAT Bustamam Hj Abang on September

7. Both indicated that the GoB fully understood USG views
about the need to develop new tools to counter the threat of
terrorism.


2. (S/NF) Bustamam said that the GoB welcomed USG initiatives
in Southeast Asia to counter regional groups that impact
Brunei, including Abu Sayaf Group and Jemaah Islamiyah.
Bustamam added that although Internal Security Department
(ISD) had the lead on responding to specific threats or
incidents, the Research Department was working to expand its
liaison relationships (Ref B) with foreign services to
enhance its ability to detect and predict potentional
terrorism threats.
