(C) In an October 8 meeting with Iraqi Deputy Foreign
Minister Mohammed Bidan, Polcouns raised reftel points
concerning Guatemala's bid for a UNSC seat. Bidan stated
that Iraq supports Guatemala's candidacy and would continue
to support it bid even if multiple ballots are necessary.
Bidan promised to send a message to Iraq's UN Mission
confirming the decision. Bidan agreed with our assessment
that Venezuela would not be a constructive member of the
UNSC, and said Iraq would use any possible opportunity to
encourage other Arab countries to vote for Guatemala.
