1. (U) In support of the Organization of American States'
(OAS) "Democracy Practitioners" program search, Post has
identified experts in the following areas of legislative,
electoral, and judicial reform; judiciary independence;
citizen participation; and other public policy issues.


2. Marta Stella Ferrara de Moreno - Sociologist. Graduate of
the National University of Asuncin (1985).Currently
Executive Director of a newly formed local NGO called
Semillas para la Democracia, which focuses on democracy
strengthening and anti-corruption effort through citizen
participation and oversight. From 2001 through 2006, she
served as the head of the Democracy section of IDEA, a well
established local NGO, where she played a key role in several
citizen oversight and reform initiatives, including a citizen
campaign to lift the immunities of a Congressman accused of
aiding illegal loggers and the effort to pass a Freedom of
Information bill through Congress. During her time at
Institue of Studies in Environmental Law (IDEA),she also
coordinated an environmental corruption case tracking project
and a project to increase citizen access to the Congress.
From 1998-2001, Ferrara worked for the local IFES office as a
communications specialist on elections related projects and
program officer under the "Building Responsive and
Accountable Democratic Institutions" project, promoting
citizen access to Congress and citizen participation at the
local level. Ms. Ferrara,s experience as an active promoter
of citizen participation and an advocate for democratic
reform in the areas of Congress and elections could be
helpful in strengthening commitment to the Inter American

5. Maria Victoria Rivas - Graduated from the National
University School of Law. Former deputy attorney general.
Member of the Institute of Penal and Social Comparative
Studies (INECIP)/Paraguay and current director of a USAID
funded program on judicial transparency, performance and
access to information. Ms. Rivas is a local reference in
legal matters and she is very often consulted by the media on

6. Fatima Andrada - Graduated from the Catholic Law School of
Asuncion. Former head of the Supreme Court,s Human Rights
Office. Currently, she serves as president of the Institute
of the Implementation of the Rule of Law Studies (ICED),a
local NGO with strong expertise in the rule of law area. In
addition, she is the local coordinator of a USAID program
that focuses on improving the selection process for judges,
fighting corruption by strengthening coordination between
prosecutors and auditors of the Controller,s Office, and
implementation of an ethics code for judges. Her legal
skills and experience in justice reform could be useful in

7. Javier Contreras - Graduated from the National University
School of Law. Former prosecutor of the Economic Crimes
Unit. He was in charge of the prosecution and successful
conviction of the former Paraguayan Superintendent of Bank in
the so-called "16 million case" (a fraud case that involved
the illegal transfer of USD 16 million out of Paraguay).
Currently he is a member of the Institute of the
Implementation of the Rule of Law Studies (ICED),and at the
same time he works in USAID judicial transparency program.

8. Jorge Rolon Luna - Former electoral judge. He currently
works as a lawyer for a gas exploration company. Member of
