1. (SBU) Astana Econoff, together with Russian Deputy Chief of
Mission Sergey Kopeyko, delivered reftel demarche to Deputy
Foreign Minister Kairat Abdrakhmanov on July 7. Econoff and
Kopeyko jointly expressed hope that Astana will support the
Global Initiative to Combat Nuclear Terrorism.
2. (SBU) Abdrakhmanov said that GOK will support the
Initiative and promised to seek an appropriate way to express
its position following the announcement. He stressed that
Kazakhstan will "always support" such measures, and added that
GOK may promote the Initiative within the framework of CICA.
(Note: CICA, the Conference on Interaction and Confidence
Building Measures in Asia, is a regional security forum launched
by President Nazarbayev in 1992 with seventeen members from Asia
and the Middle East. The U.S. is an observer. End note.)
