1. (U) This is an action message. Request para 14.

Summary
--------------


2. (C) Turkmenistan's President, Saparmyrat Niyazov,died at
approximately 0100 local time on December 21, as has been
confirmed by the official state media. The funeral will be
held December 24, and Turkmenistan will observe a seven-day
mourning period. The situation remains calm, and there
appears to be no immediate threat to embassy personnel or
American citizens in Turkmenistan. Post's Emergency Action
Committee met, and urged issuing a travel advisory
discouraging travel by American citizens until further
notice. Post requests Department's recommendation for
funeral attendance. We envision representation from the
State Department and possibly CENTCOM. Post will send septel
a proposed condolence message and draft press statement. End

Niyazov Dies
--------------


3. (U) State-run Turkmenistan television announced December
21 during the 11:00 am news that President Niyazov had died.
The funeral will be held on December 24, and Turkmenistan
will observe a seven-day mourning period. News stations for
now are focusing on reviewing highpoints of the president,s
life and playing cultural programs.


4. (U) Under Article 60 of Turkmenistan's constitution, the
Chairman of the Mejlis, Owezgeldi Atayev, is interim
president, with a nationwide public presidential election to
follow within two months; the Halk Maslahaty (People's
Council) determines the date of the election and the Central
Election Committee determines election details. The interim
president, Atayev, may not run as a candidate in the
presidential election. So far, it appears as if the
government is following the constitution. According to
state-run media, Council of Ministers Deputy Chairman
Berdimuhammedov, the longest-serving deputy chairman, is in
charge of the funeral.


5. (SBU) The situation in Ashgabat remains calm; there are

no immediate threats to the security of the embassy or
American citizens in Turkmenistan. Embassy held an Emergency
Action Committee at 12:00 hours local time, and has approved
a draft warden message, which has been sent to CA/ACS/OSC for
clearance. All Peace Corps volunteers (PCVs) already had
gathered in Ashgabat for the swearing-in ceremony for new
PCVs; Charge has instructed that they should remain in
Ashgabat until instructed otherwise. Other embassy teams
traveling outside of Ashgabat (ACCELS and Nevada National
Guard) are being called back. All official embassy, USAID
and Peace Corps events, including the December 21 PCV
swearing-in ceremony, have been canceled. Embassy family
members have been urged to minimize errands and to remain
home, and discos/bars have been put off-limits for all USG
personnel. Post consular officer Ian Turner, scheduled to
depart post in the evening of December 21 has volunteered to
remain at post through December 29. Consul Elizabeth Webster
is out of country attending the funeral of a family member.


6. (C) RSO is in contact with the police, who confirmed that
a "red alert" for law enforcement agencies was put into
effect late in the evening of December 19 in response to the
death of the president. (Note; Red Alert means all police
officers are on duty. End Note,) Forces on alert include
the police, Ministry of Interior Affairs and the Ministry of
National Security (MNB),with only one special
counterterrorism Ministry of Defense unit involved.
According to DAO personnel observing downtown streets, there
is an increased security presence on the streets.


7. (C) The local Lufthansa representative confirmed that the
airport remains open. The CENTCOM Gas and Go team are
maintaining a close watch on activities at the airport.

Embassy is discouraging non-essential USG aircraft from
landing at Ashgabat International Airport until at least
December 26.


8. (U) Initial impressions from the street reflect a sense
of caution, but business as usual. Even the construction
projects are continuing. At least one store has removed
liquor from its shelves and some are taking down their New
Year's decorations. The president's portraits, ubiquitous
throughout Ashgabat, are being bordered in black. Flags are
at half-mast. The New Year's Eve party at the Ak Altyn
Hotel, one of the biggest New Year's events in the city, has
been cancelled. Embassy is checking its contacts in the
provinces for reactions there.


9. (C) Charge will meet with ambassadors from the UK,
French, German, Turkish and Japanese embassies at 3:00 pm
(local) December 24 in order to compare notes. The Charge
contacted MFA to offer her condolences to Foreign Minister
Meredov, to note official USG activities had been cancelled
and to coordinate logistics for a U.S. delegation to the
funeral; the minister was not available.


10. (U) Post drafted the following press statement:

people of Turkmenistan on the untimely death of President
Saparmyrat Niyazov. The United States hopes for a peaceful,
smooth, constitutional succession.

11. (U) Post will forward a draft condolences letter septel.



12. (U) In response to an official proclamation of the
Government of Turkmenistan, the Charge has authorized that
the embassy flag be flown at half-staff until the end of the
mourning period, per A/OPR guidance.


13. (U) Post intends to send a sitrep at 1700 local.


ACTION REQUESTS
--------------



14. (C) Post has the following actions requests:

-- Post is proposing a travel advisory be issued for
Turkmenistan urging Americans to defer non-essential travel
to or in Turkmenistan at this time (Conoff will coordinate
with CA/OCS).

-- Post requests notification ASAP of the composition of the
USG funeral delegation and notes Turkmenistan's visa-issuing
services may be in disarray. Post suggests that the
delegation include a DOD-representative. Charge Brush is
available 24/7 to consult and assist with the delegation's
composition and travel.

-- Post requests that a proposed TDY support visit by Roman
Wasielewski, already in process, be expedited.
