SUBJECT: Turkmenistan Condemns North Korea

1. (U) Subsequent to reftel A report on interaction with Government
of Turkmenistan authorities on the North Korean nuclear situation,
the Ministry of Foreign Affairs notified the Embassy October 11 of
its release of a "statement in the mass media on the issue contained
in the mentioned [diplomatic] note of the Embassy." Begin text of
media statement:
"Turkmenistan joins the international community and condemns North
Korea's actions related to conducting the nuclear weapon test.
In this regard, Turkmenistan supports the UN Security Council's
efforts on preparing a corresponding resolution.
Turkmenistan, being a participant of the fundamental international
norms in the sphere of nonproliferation of weapons of mass
destruction, strictly carries out its obligations and will undertake
all necessary measures for their further observance."

paragraphs contained in reftel B points. Turkmenistan's quick
reaction on the North Korean nuclear program stands in sharp
contrast with its silence on the nuclear activities of its more
imminently threatening neighbor to the south, Iran. End Comment.
