Madagascar Sends Delegation Of One

1. Madagascar Minister of Foreign Affairs (MFA) Marcel
Ranjeva has departed for Sudan, but is attending the
conference alone according to the most senior official
available at the MFA. DCM Sibley conveyed points provided in
reftel to Secretary General Jean Pierre Rakotonirina. SecGen
promised to pass the message on to Minister Ranjeva that the
USG urged him to make a statement condemning Khartoum's
continued campaign of violence in Darfur and call for the
United Nations' immediate deployment to the region. The DCM
suggested to SecGen that Sudan needs to hear from its friends
that their behavior is unacceptable, as well as from its
critics.
Comoros Not Likely To Attend

2. Secretary General Inzouddine Hodhoaer of the Comoran
Ministry of Exterior Relations informed PolOff that he
believed the GOC was not sending a delegation to the
conference in Sudan. The SecGen was open to talking points
presented in reftel and promised to verify that a delegation
was not attending, requesting that PolOff call back the next
day. Post will report any change in this information septel.
