(C) MFA Deputy Undersecretary for International Security
Affairs Rafet Akgunay told the DCM on November 17 that the
amended U.S. request for Conventional Forces Europe (CFE)
flank entitlements for 75 additional ACVs is under
consideration by the Turkish General Staff (TGS),but he is
not optimistic that Turkey can meet the request. DCM thanked
Akgunay for Turkey's original offer of 63 tank entitlements,
and noted that, as a result of US pressure, Athens' had
substantially increased its ACV contribution from its
original offer, but there was still a shortfall of 75 ACVs
from the US target. Akgunay explained that the GOT had
conducted a thorough study upon receipt of the original U.S.
request for entitlements to support new training programs in
Bulgaria and Hungary, and, based on this, had made a careful
calculation of what it could provide. "Turkey is not the
right address for this request," Akgunay told us, "Nor is
Oslo." Comment: We will continue to press both MFA and TGS
on this issue. End Comment.
