1. (C) Turkey has decided to co-sponsor resolutions on the
human rights situations in Burma and North Korea in the UNGA
Third Committee, to support the U.S.-sponsored resolution on
the human rights situation in Belarus, to oppose no action
motions proposed by countries across the board, and to oppose
the anti-U.S. retaliatory resolutions sponsored by Belarus
and Uzbekistan.


2. (C) Following-up on the Ambassador's November 9 delivery
of ref a and b points to Deputy Under Secretary of Foreign
Affairs Ambassador Ertugrul Apakan as reported ref c, we
delivered on November 15 ref d points to MFA East Asia
Department officer Evren Akyol, MFA Eastern Europe Head of
Department Meltem Buyukkarakas, MFA Multilateral and Human
Rights Head of Department Hasan Ulusoy, and MFA Americas Head
of Department Oguzhan Ertugrul. In response, MFA
interlocutors shared their respective positions as outlined
in para one on proposed resolutions on North Korea, Burma,
Belarus, and Belarus-sponsored resolutions concerning the
human rights situation in the United States, the issue on
secret detention and unlawful transfers, and on opposing

country-specific human rights resolutions.


3. (C) Decisions have not yet been made on resolutions
concerning Iran and Uzbekistan. We will continue to pursue
Turkey's support of those.
