1. (SBU) MFA Iraq Assistance Coordinator Koray Targay took
note of the points in reftel, but said that Turkey had not
been asked to participate in the Preparatory Group or in Iraq
Compact drafting. He said Turkey was supportive of the
Compact, but that he understood from other contacts that the
problem with its participation in the Prep Group was a desire
not to include Iran and Syria. He thought, however, that a
formula could be found to include Turkey if the "will" to do
so existed in Baghdad. He appreciated U.S. support for the
inclusion of Turkey. Separately, Iraqi Ambassador Omran
confirmed that he had no instructions from Baghdad on Turkish
participation in the Preparatory Group. The UK embassy here
has no such instructions.
