1. (C) We delivered reftel non-paper to MFA Security Affairs
Deputy Director General Avni Bicakli on September 7 and
Disarmament Office DDG Bulent Meric on September 8. Meric
said Turkish financial authorities have ascertained that
Turkish companies are not directly or indirectly involved
with sales of military equipment to North Korea, but continue
to monitor commercial activities. He assured us that, as a
possible transit country, Turkey understands its
responsibilities and remains watchful of potential attempts
to move missiles or WMD through or over its territory.
2. (C) Meric assured us that Turkey regards North Korea as
requiring particular vigilance under the catch-all provisions
of the export control and non-proliferation regimes to which
Turkey is a signatory. We stressed to Meric and Bicakli that
the USG is ready to work with Turkey to improve border
controls and reminded him that early parliamentary
ratification of our bilateral EXBS agreement will allow us to
provide Turkey with modern monitoring equipment.
