1. (C) We delivered reftel points to MFA Africa Department
Head Raif Karaca on August 17. We emphasized PM Erdogan's
March trip to Darfur and Turkey's humanitarian assistance and
asked that they exert whatever influence they can on
President Bashir.
2. (C) Karaca said that when Sudanese government officials
visit Turkey, the MFA includes a line in its briefing paper
to Turkish ministers for them to encourage the Sudanese
government to accept a UN force, although Karaca does not
know if the point always gets delivered to the Sudanese.
Karaca recognized the urgency of the issue and undertook to
pass the points to the MFA Under Secretary. He was not
optimistic that action could be taken before August 18. He
noted that the Sudanese FM would be in Turkey September 7.
