1. (C) Upon receipt of reftel, Charge contacted Deputy
Foreign Minister Ali Tuygan to urge Turkish participation in
the Force Generation meetings on July 31 in New York. He
welcomed the advance notice of the UN meetings and noted that
Turkey had not yet received an invitation from the United
Nations. He expressed appreciation for the July 28
consultations with Counselor Zelikow (septel),which he found
to be very productive.
2. (C) Tuygan said Turkey would certainly want to participate
in both the general Force Generation meeting and the
preparation session of core countries. However, he noted
that it might prove logistically difficult to get a senior
representative to New York in such a short time frame.
Tuygan also said the GOT has not yet had cabinet-level
discussions of this issue and that no formal GOT decision on
participation in a stabilization force had yet been taken.
Charge stressed the urgency of this issue and the importance
of having senior-level GOT representation in New York.
Tuygan pledged to consult with FM Gul and provide a more
detailed response as soon as possible.
