1. (C) We passed to MFA Arms Control and Disarmament
Department Head Osman Yavuzalp on July 25 reftel points on
the P5 1 incentive package for Iran. Yavuzalp confirmed his
government's familiarity with the specifics. He said Iranian
officials told Turkey's embassy in Tehran that the package
was comprehensive but contained some ambiguities and that the
GOI would set up committees to study the document. According
to Yavuzalp, Iran also told Turkey it expected to provide a
response to the package on August 22. Yavuzalp was not aware
of any significance to the selected date.
2. (C) Yavuzalp noted that IAEA Director-General El Baradei,
during his July 6 visit to discuss the GOT's nuclear energy
development plans, commented that the new Iran incentive
package is better than the 2005 package, particularly with
respect to the inclusion of economic incentives such as WTO
membership and the offer of aircraft spare parts.
