1. (SBU) Upon receipt of reftels, we contacted the MFA,
shared with them the points on reform, and underscored the
importance that the USG places on this issue. We
subsequently followed up with Tunc Ugdul, head of the MFA's
International Political Organizations Department, stressing
the importance of strong Turkish support at this juncture.


2. (C) Ugdul declared GOT agreement with USG basic
principles for management reform and the Peacebuilding
Commission, though he wondered about EU opinions. He mused
that a strong UN would be most useful to the U.S. at this
juncture. We countered that the capacity to achieve reform
that would make for an efficient UN would be to everyone's
benefit.


3. (C) With respect to council size, Ugdul stated that,
while the US prefers a smaller Council, the GOT was inclined
towards keeping the number the same. When asked about
whether the GOT favored the exclusion from membership of
countries under sanctions for human rights violations, Ugdul
replied that he did not know the GOT's position, but that the
GOT could review the situation. He reasoned that with term
restrictions, outgoing members would not be eligible for
re-election anyway.


4. (C) As Turkey seeks a future seat on the UNSC, the GOT
has expressed keen interest in securing US support. Ugdul
noted that the GOT favored draft resolutions on the working
methods of UNSC reform, including that rules of procedure for
the body be outlined for the sake of transparency. He
doubted the P5 would support such a resolution, however.
