(C) Drawing from ref a, we followed up on the question of
Turkish representation at the Black Sea Forum (ref b) with
MFA Deputy DG for Multilateral Economic Affairs Ahmet Asim
Arar on May 23. Arar reiterated what we had heard earlier --
Turkey will send a minister to the Forum, but Ankara had not
yet decided which one. Arar said the question was before the
cabinet who would have to decide. He did not know when the
cabinet would consider the issue, but expected a minister of
state would be selected for the assignment. In response to a
question about the USG's representation, we told him that no
decision had yet been made. He agreed to discuss the issue
with us again next week.
