1. (U) This is an action request. Please see para. 4.
2. (S/NF) Turkish National Police (TNP) sources informed
LEGATT May 22 that the weapon used to murder Council of State
judge Ozbilgin and wound five others May 17 was a Glock
pistol. TNP sources further reported that the Glock company
had informed them that according to its records, Glock had
provided the weapon to the USG for distribution to Iraqi
Security Forces. TNP repeated its request to LEGATT for an
accounting of weapons we have provided to ISF, noting that
Turkish authorities have recovered over 600 weapons that
apparently entered Turkey illegally from Iraq and that had
been originally provided to ISF (MFA has repeatedly
approached the Embassy on this issue as well-see ref b). TNP
is pressing the Embassy for an official response.
3. (S/NF) TNP noted that gun seizures in Turkey have
increased 300% since 2003, and is concerned that these
weapons will be a threat to Turkey for years to come.
Another Glock the USG had provided to ISF was used to murder
an Italian priest in Trabzon, and still another was used in
the murder of a police officer in Izmir.
4. (S/NF) Comment and Action Request: When (not if) this
story makes it to the press, it will add to the surfeit of
conspiracy theories regarding this murder. Much worse, it
will draw us into an extremely sensitive domestic issue. We
repeat our action requests (ref b) for some information we
can pass to the GOT regarding the apparent illicit flow of
arms we provided to ISF into Turkey. While providing this
information will not inoculate us from a torrent of negative
press, it could mitigate the damage.
