(C) Poloff delivered Ref A demarche December 18 to Khalid
Takhayneh, head of the Foreign Ministry's Disarmament
Section. Takhayneh was acting on behalf of Azzam Almeddin,
deputy director of the International Organizations
Department. Takhayneh confirmed that Foreign Minister Khatib
was aware of the pending vote, and told poloff that a
decision to abstain had already been made. Takhayneh said
that Jordan, from a humanitarian point of view, didn't want
to politicize or use human rights as a tool to force
governments to change their behavior. Takhayneh also
informed poloff that the Foreign Ministry had received a
diplomatic note from Tehran, and a diplomatic note from the
Iranian embassy in Amman, asking Jordan to vote against the
Third Committee resolutions.
