1. (C) Jamal Al-Shamayleh, deputy chief of the Foreign
Ministry's International Organizations Department, told
poloff April 27 that Arab African states were lining up
against the UN taking charge in Darfur, and that the African
Union wanted to retain control of peacekeeping operations in
Darfur. Some Arab African states - he would not say which -
had approached Jordan for support. Shamayleh said the GOJ
was "caught between them" and its inclination to support the
U.S. position. He noted that Jordan,s PermRep, Prince Zeid
bin Ra,ad, played an important role in setting GOJ policy on
such issues, and said direct consultations between USUN and
Prince Zeid might be useful.
2. (C) Comment: In post,s experience, Prince Zeid at times
does set policy, and sometimes trumps the Foreign Minister.
If USUN senses that Zeid is headed in an unhelpful direction
on this issue, post will raise it at higher levels here.
