1. (C) ECOUNS and TREASATT delivered reftel points to
Central Bank of Jordan Deputy Governor Faris Sharaf on April
17, 2006. When asked about Jordan's position on the
MENA/FATF charities paper, Sharaf had no concerns about the
current draft of the paper. He asserted, however, that "for
political reasons," Jordan would support whatever view the
Saudis held on whether to revise the paper.
2. (C) Regarding his participation in the September
MENA/FATF meeting in Doha, Sharaf noted that, once Jordan has
a fully operational Financial Intelligence Unit (FIU),he
hopes to have the FIU head represent Jordan at MENA/FATF and
to handle terrorism financing and money laundering issues in
general. However, he accepted ECOUNS' argument that, due to
Jordan's current vice presidency of MENA/FATF (and upcoming
presidency in 2007),Jordan needed to be represented at
MENA/FATF at a high level. Sharaf agreed that he would
attend the Qatar meeting.
