INTERNATIONAL COUNTERPROLIFERATION PROGRAM TO BEGIN PARTNERSHIP
WITH GOVERNMENT OF JORDAN


1. (U) SUMMARY. Embassy Amman invites the Defense Threat
Reduction Agency International Counterproliferation Program to
begin a partnership with the Government of Jordan. Post will
coordinate program events with other USG assistance. END SUMMARY.


2. INVITATION.


A. (SBU) Embassy Amman is pleased to invite the Defense Threat
Reduction Agency (DTRA) International Counterproliferation (ICP)
Program to begin a partnership with the Government of Jordan
(GOJ). Based on discussions between DTRA ICP program officers
and the Embassy's DAO, RSO, and EXBS Advisor, we believe that ICP
will be a welcome and effective program in Jordan. The border
security, customs and WMD detection training provided by ICP will
be of great assistance, particularly in light of smuggling and
proliferation concerns that stem from inadequate security along
both sides of the Jordan-Iraq border.


B. (U) Post believes that the GOJ will respond enthusiastically
to the offer of an ICP partnership. We will assist ICP program
officers in establishing appropriate GOJ contacts, and will work
with GOJ to determine training participants. We look forward to
working with the DTRA ICP program in Jordan.


C. (SBU) Post recommends that DTRA coordinate its activities with
S/CT and DS/ATA, who are in the process of leading an interagency
effort to assess GOJ security needs . The Embassy country team
will assure that the training/equipment reaches the proper GOJ
audience(s).
