1. (C) Ambassador raised in a November 25 meeting with MFA
Director General for the Americas Selmane the lack of
Algerian responsiveness on trafficking in persons (TIP)
issues (reftel) and emphasized our need for maximum
information on investigations, prosecutions and penalties for
TIP. Ambassador stressed it was in Algeria's interest to be
fully transparent, emphasizing that a lack of demonstrated
progress on these issues could lead to classification of
Algeria in Tier 3 in the next TIP report. This could
endanger U.S. funding for programs such as IMET, as well as
other programs in areas like technical assistance and even
cultural exchanges.
2. (C) Selmane said a preliminary response was being prepared
for the Embassy while the Ministries of Labor, National
Solidarity, Interior and Defense put together a more detailed
response. Ambassador urged the MFA to furnish us the
coordinated response as quickly as possible. Selmane
promised continued attention to the matter and underscored
MFA willingness to be helpful.
