1. (C) On March 11, DCM delivered to MFA Asst U/S Tariq Al
Haidan reftel message that OARDEC is in process of scheduling
a UAE national, currently under USG control at GTMO, for ARB
proceedings. Asst U/S maintained that person named, Abd Al
Sattar, Muieen A Deen Jamal A Deen Abd Al Fusal, ISN
US9TC-000309DP (DPOB 1 January 1974, Dubai) is not/not a UAE
national, but is perhaps an Indian or Pakistani born in the
UAE.


2. (C) Al Haidan asked about the detention in Guantanamo of
UAE national by the name of Abdullah Al Humeiri, ISN
US9TC-000048DP, also known as Abu Khalid. His other names
include: Al Hamayri, Abdullah Khalaf, Ateeq Al Humeiri,
Abdullah, Al Humeiri Abdullah, Khalaf, Ateeq. Asst U/S gave
assurances that the UAEG would accept responsibility for
investigation and prosecution if necessary of any UAE
national released to their custody and added that Abdullah Al
Humeiri comes from a known family in Abu Dhabi.


3. (C) DCM told Asst U/S that we had no information on
Abdullah Al Humeiri, but would check into the matter.


4. (C) Action Request: Please advise whether a UAE
national by this name is in custody in GTMO or elsewhere and
has any prospect of referral to the OARDEC.
