1. (SBU) During a November 5 call on Lt. Colonel Nasser
Al-Minhali, Head of Immigration, Abu Dhabi Police, G/TIP
Reports Coordinator Gayatri Patel and PolOff discussed UAEG
efforts on action plan (reftel) goals. Al-Minhali stated
that the Ministry of Interior is currently providing shelter
assistance for trafficking victims, and that a hotline has
been setup to facilitate victim access to government
assistance. Al-Minhali explained that instead of creating a
new shelter as was recommended in the action plan, the UAEG
had broadened access to existing social support programs to
include trafficking victims.


2. (SBU) On November 7, Lt. Colonel Najem Al-Sayyar
Al-Hosani, Director of the Abu Dhabi Social Support Center
(Bani Yas),confirmed that the Abu Dhabi Police social
support centers were being used to assist and shelter
trafficking victims. (Note: Lt. Colonel Najem oversaw the
camel jockey repatriation program in 2005-06, and the social
support centers which he manages were the primary shelters
used for that program. End note.) According to Col. Najem,
the social support centers were originally established to
assist domestic violence victims, and are equipped to both
house victims as well as provide medical care and counseling.
Although some trafficking victims are referred to the Bani
Yas shelter by police and immigration officials, he stated
that most trafficking victims are referred by source country
diplomatic missions. Col. Najem noted that there are very
few victims of trafficking presently at the shelter but did
not offer a specific number.
