1. (C) DATT and USLO Chief discussed UAE security assistance
to Lebanon November 7 with International Affairs Director
Yousef Al-Otaiba from the office of Abu Dhabi Crown Prince
Mohammed bin Zayed (MbZ),who said the list of contributions
provided earlier (ref B) constituted the core of the UAE's
current security-related assistance. He asked for more
details about USG contributions as well to facilitate further
coordination.
2. (C) Regarding the specific systems noted ref A:
--- Al-Otaiba said the UAEG originally was asked to provide
the GOL with TETRA communications systems, which the UAE does
not possess and therefore cannot "transfer" from its stocks.
The UAE has an individual in Lebanon whose duty it is to
coordinate support based on GOL priorities; according to
Al-Otaiba, the TETRA systems have not been presented by the
on-site UAE coordinator as a priority. Al-Otaiba thought his
government would favorably consider providing the TETRA
systems but needed details, i.e., cost of the program and
contractors involved, to present to MbZ; program details
would expedite UAE decisions, he noted.
--- As for transportation assets, Al-Otaiba stated the UAE
was sending four Cessna airplanes and four boats, in addition
to the many transportation-oriented items noted ref B.
--- Regarding HMMWV donations, Al-Otaiba's tone was not
favorable, questioning why the USG would press the UAEG when
the U.S. had many more HMMWV's to offer. Al-Otaiba bristled
and asked DATT how much equipment the USG was providing to
the GOL (Al-Otaiba's informed opinion being that the U.S. was
only providing a few spare parts).
--- Al-Otaiba cited UAE donations of ammunition in general
terms (4 million rounds on order),without specific
discussion of caliber.
3. (C) Post has a scheduled meeting with GHQ Logistics
officials who were involved in assembling ref B list of
donations to the ISF to inquire about separate donations to
the LAF, including the other systems mentioned ref A. Post
will report new information as it is developed.
