(C) Ambassador raised reftel points with Foreign Minister
Sheikh Abdullah bin Zayed Al Nahyan on the evening of
September 4, and points were reinforced by PolChief with MFA
Director of the International Organizations Department Yacub
Al-Hosani on September 5. Both UAEG interlocutors reiterated
extensive UAE efforts with regards to Lebanon reconstruction.
Al-Hosani stressed UAEG agreement with the election of
Guatemala to the UNSC as a "first time" member of the
Council. On Sudan, Al-Hosani recognized the inherent
difficulty of the Arab League pressing one of its members too
hard, particularly on an issue where "sovereignty" is
perceived to be at stake, yet he did not react negatively to
the U.S. position that Sudan's consent to an international
force was invited, not required, by UNSCR 1706.
