1. (S/NF) On August 2, Econoff delivered reftel demarche to
UAE Ministry of Interior Major Rashid, a member of the UAE's
counterproliferation task force team. Econoff requested that
the UAE investigate Brayan Electromechanical LLC to determine
whether it is ordering compressor units that might be used in
Iran's uranium conversion facilities in Esfahan.


2. (S/NF) Major Rashid said the UAE is eager to cooperate
with the United States on matters of possible nuclear
proliferation, and that he would ensure that the UAE's
counterproliferation task force looks into the matter. He
noted, however, that the compressors may have already left
Dubai. He also noted that since the compressors are not
specifically listed by any multilateral export control
regime, that there is no strong legal justification to seize
the shipment. Regardless, he said he would look into the
matter and advise the U.S. Embassy of any developments.
