SUBJECT: TFLE01: UAE REPORTEDLY ADVISED ISRAEL OF DETAILS
ON MEDICAL CONVOY THAT CAME UNDER ATTACK

REF: A. ABU DHABI 2956

B. ABU DHABI 2940

Classified By: Ambassador Michele J. Sison, reasons 1.4 (B) and (D).

(S/NF) Director of the Emirates Center for Strategic Studies
and Research, Jamal Sanad Al-Suwaidi, told EconOff July 19
that the humanitarian convoy (medical supplies and ambulances
donated by the UAE to Lebanon) which came under attack by
Israeli rockets the previous day was particularly upsetting
because "we told them" directly all the details of the
convoy. He said the UAE had advised Israel "through our
friends" all about the delivery in advance. Al-Suwaidi
acknowledged that Syria was known to put Katyusha rockets on
some convoys, and thus he understood why the IDF may view
such processions as "full of rockets." Nonetheless, he
argued, this delivery was clearly marked and its contents
were known to Israel.
