1. (S) On July 16, Econoff delivered reftel demarche to UAE
Ministry of Interior Major Mohammed al-Kitbi, a member of the
UAE's counterproliferation task force team. Econoff stressed
the importance of the UAE seizing the shipments of suspected
improvised explosive device (IED) components that Atlinx
Electronics had imported into Dubai's Jebel Ali as of July 8.
Al-Kitbi pledged to investigate the matter and make and
attempt to "prevent any illegal shipment from leaving the
UAE." He noted, however, that the shipment may have already
left Dubai.


2. (S) Although al-Kitbi said he was not knowledgeable on the
Atlinx case, he stated he would work with officials on the
UAE's counterproliferation task force to investigate.
Al-Kitbi observed that "it is not good for the UAE to let
items such as these transit our country...we want to stop all
companies that are dealing with illegal technology." (Note:
We have confirmed that al-Kitbi informed Dubai's General
Directorate of State Security (GDSS) of the Atlinx demarche
within hours. End note.)


3. (S) Comment: GDSS Director al-Qemzi's July 4 letter to
Ambassador made clear that we have captured the UAE's
attention (ref B),and we note that we have never seen such
quick communication between federal and Dubai authorities on
a counterproliferation case. End comment.
