1. (C) Ambassador met with MFA U/S Abdullah Rashid al-Noaimi
March 22 to raise four key issues that will be on the Arab
League agenda: Darfur, Iraq, Israeli-Palestinian situation,
Arab reform (ref A). On the situation in Darfur, Ambassador
highlighted the need to move quickly to end the violence
there and to achieve a Darfur peace accord. Al-Noaimi agreed
with this. On Iraq, Ambassador underscored the need for Arab
League support for the Iraq National Accord Conference.
Al-Noaimi replied that there was "much wheeling and dealing"
in preparing for the conference. He also agreed with
Ambassador that Syria needs to end support for the Iraqi
insurgency, and that the Arab League should support Iraq,s
economic reconstruction. He made no comment about Arab
reform.


2. (C) While discussing the points on the Israeli-Palestinian
situation, Ambassador informed al-Noaimi about Quartet
Special Envoy for Gaza Disengagement James Wolfensohn,s
planned visit to the UAE April 1-2. Al-Noaimi agreed that
Hamas needs to listen to the international community about
the importance of adhering to its international obligations.
"We would not agree more that Palestinian Authority President
Abbas needs to be supported, and in fact, we are supporting
him in a big way." Al-Noaimi told Ambassador that the UAE
shared our concerns about the humanitarian needs of the
Palestinian people and would continue to support the
Palestinian people, not Hamas.


3. (C) Ambassador also discussed the March 20, 2006 New York
Times article, "Emirates Aided Kin of Palestinian Militants."
Al-Noaimi replied that the UAE Red Crescent Authority (RCA)
has "controls and regulations" to prevent the type of
allegation made in the NYT article from occurring.
Ambassador had also raised this issue with RCA leadership
(ref B).
