1. (C) Pol Chief called on MFA International Organizations
Director Yacub al-Hosani January 16 to preview UN reform
points (refs A, B). Ambassador has requested a meeting with
Minister of State for Foreign Affairs Sheikh Hamdan bin Zayed
to discuss UN reform and other issues.


2. (C) Al-Hosani, who manages the UN portfolio and was in
attendance at Ambassador Tahir-Kheli's December 5 meeting at
MFA (ref C),indicated his government's support for the USG
positions on implementing management reform and establishing
a Human Rights Council. He said the UAE believes the UN's
resources need to be used more wisely and that doing away
with obsolete mandates and reallocating personnel and budgets
was prudent. Al-Hosani expressed particular interest in the
consultations on establishing a Human Rights Council. He
said the question of membership would generate the greatest
debate. Pol Chief left the UN reform points as a nonpaper.
