(C) Pol/Econ Counselor delivered reftel demarche to
Ambassador Bernard Tanoh Boutchoue,Director of the Office of
United Nations and Specialized Institutions Affairs in the
Ministry of Foreign Affairs, on December 5. We strongly urged
Cote d'ivoire not to attend the upcoming summit of the
African Caribbean Pacific Group in Khartoum, because of
Sudan's continued intransigence against the deployment of a
UN peacekeeping force in Darfur. Boutchoue said he
personally agreed with the United States that it would be
wrong to participate in an international meeting hosted by a
government involved in instigating violence against its own
people. He was unsure of the Cote d'Ivoire government's
plans, but he thought that at most they might be planning to
send their ambassador from Tripoli. He promised to convey
our points to others in the Ministry and seek to persuade
them not to send anyone at all.
