GUANTANAMO RESOLUTION

(C) Ambassador Evans met with Foreign Minister Vartan
Oskanian April 18 to deliver reftel demarche and talking
points. Oskanian told us that the GOAM would "likely"
support the USG position and vote against any Guantanamo
resolution at UNCHR. He linked the GOAM's position on the
Guantanamo resolution to Armenia's support for the USG on the
Cuba resolution earlier this month. Oskanian said he had
already discussed the issue with Armenia's Ambassador in
Geneva and would relay the substance of our demarche to their
mission and provide us a formal response within the next 24
hours. Oskanian mentioned that, while it would probably not
change their position, the GOAM was also seeking the EU's
official reaction to the resolution.
