(C) We delivered reftel points regarding the Draft Third
Additional Protocol to the Geneva Conventions to MFA
International Organizations Acting Department Head Tigran
Samvelian. Samvelian told us that Armenia hopes to "keep a
low profile," but, in the event states cannot reach
consensus, Armenia would "likely" join a majority to support
the addition of the Israeli National Society to the Red
Cross/Red Crescent Movement.
