1. (U) SUMMARY OF SIGNIFICANT EVENTS


A. (U) NARRATIVE OF ACTIVITIES

DEA Regional Basic Narcotics Officers School (March 30 -
April 8). This is a two-week Basic Narcotics Officers
School with an emphasis on clandestine laboratory training
conducted in Vilnius, Lithuania. Thirty-six students (12
from each of the Baltic States) attended. The first week
was an overview of investigation skills and undercover work.
The second week would focused on more select topics such as
clandestine laboratory identification, investigation, and
dismantling.

Multiple meetings with Dignitaries Protection Department
Director and Deputy Director for advance planning for
Secretary of State visit in April.

SIPDIS

Meeting with Director of Vilnius International School to
review DS Soft Target Security Grants to School (April 8).

Visit of Secretary of State Rice (April 20-21) to attend
NATO Foreign Ministers meeting.

Meeting with Kestutis Lancinskas, International Office,
Lithuanian Police. RSO worked with Secretary's Advance,
NATO Advance and local police to arrange security for visit
(April 20-21).

Meeting with Security representative from Bristol-Myers
Squibb to discuss security situation in Lithuania, (April
26).

Meeting with Lithuanian Customs Department to discuss border
security (April 27 and 29).

Meeting with Lithuanian Police to discuss border security
(April 27).

RSO presentation for Bring Your Kids to Work Day (April 29).

Lithuanian Police Bomb Disposal Team provides training to
Guard Force on IED recognition and search techniques (May
4).

Attended Ministry of Interior Conference on Lithuania's
first year in the European Union (May 6).

US Federal Judge Michael Ponsor visited Vilnius to give
talks on US legal system and judicial ethics (May 6-9).

EXBS Internal Control Program (ICP) Instructor Training
Workshop (May 8-15).

CT Briefing for National War College Visitors (May 10).

Meeting with Rozita Pozarskiene of the Prosecutor General's
Office to discuss the status of extraditions (May 11).

Meeting with Igoris Krzeckovskis, Head of International
Relations Division, Financial Crimes Investigative Service
(May 11).

Meeting with Special Investigative Service Director
Malakauskas to discuss corruption investigation training
(May 12).

Meeting with Kestutis Leimonas, Director of Customs Criminal

Service (May 12)

Meeting with British Embassy DCM and visiting British
Foreign Ministry Security Adviser to discuss the local
security environment (May 16).

Meeting with Igoris Krzeckovskis, Head of International
Relations Division, Financial Crimes Investigative Service
(May 17).

Michael Shevock, Regional ICE Attach visit to Lithuania
(May 17 - 19).


Conference call with Deborah Gaynus (DOJ International
Affairs),Dan Claman (DOJ Criminal Division),and Jim Nixon
(FBI Attach) to discuss MLATs (May 18).

Meeting with Director of Vilnius International School to
review DS Soft Target Security Grants to School (May 23).

FBI Attach James Nixon visit to Lithuania (May 25-26).

Meeting with Special Investigative Service Director
Malakauskas and FBI Attach James Nixon to discuss
corruption investigation training (May 12).

RSO coordinated a ceremony to present $333,000 of equipment
provided by the EXBS program. Contraband Detection Kits,
Endoscope Inspection Kits, Panasonic Laptops, Portable GPS
units, and Product Acoustic Signature Systems (a device
detects anomalies by the use of sound waves) were provided
to the Border Guard, Customs Department, Police, Department,
Radiation Protection Center, and Special Investigative
Service. The Ambassador hosted the event.

Meeting with Commissioner Markas Marcinkevicius of the

Meeting with Mindaugas Silkauskas, Ministry of Justice about
signing of Bilateral Instruments in Brussels (June 3).

Meeting with Igoris Krzeckovskis, Head of International
Relations Division, Financial Crimes Investigative Service
(June 3).

Meeting with American Chamber of Commerce to review July 4th
event security (June 9).

RSO provided a security briefing at a pre-bid construction
meeting for contractors bidding on the PAO building
renovation project (June 9).

RSO coordinated Lithuanian participation in a ceremony in
Brussels involving the U.S. Attorney General and the GOL
Justice Minister to sign bilateral instruments for the U.S.
- Lithuanian extradition and Mutual Legal Assistance
treaties (June 15).

RSO on annual leave (June 11-25).

Meeting at Lithuanian Criminal Police Bureau (June 28).

RSO participated in half day Embassy review of mission goals
(June 29).
