1. (SBU) EconPolCouns delivered reftel demarche on October
25 to Dorothea Auer, the Austrian Foreign Ministry's
assistant secretary level Director for Non-Proliferation.
2. (S) Auer undertook to investigate the issue of plans by
Steyr-Mannlicher to export weapons technology to Iran through
its Malaysian subsidiary, and legal options for Austria to
stop such transfers. We stresed the importance of the issue
to us, and noted that there should be means of stopping
technology transfers through third countries, especially when
the intent of the transfer is clearly to evade export control
laws. Auer agreed, and said she would report on available
mechanisms.
