1. (S/NF) On September 7, post delivered reftel talking points to Helmut Krehlik, Head of the Export and Import Control Division in the Ministry of Economy and to Alexander Kmentt, Deputy Head of the MFA's Non-Proliferation and Arms Control Division. Krehlik said an official from "another English-speaking nation" had called on him October 6 to express similar concerns about the possible export of graphite cylinders to Iran from the Daniel Frosch Export (DFE) Industrial Spare Parts company. Krehlik said the GoA was aware of the DFE Industrial Spare Parts' intent to export the cylinders to Iran. According to Krehlik, he agreed to give officials from Austria's Internal Security Service (BVT) one week to try to catch Frosch initiating a shipment. If no shipment occurs before October 14, Krehlik said GoA officials would approach the company directly, warning the company not to export the cylinders. Krehlik stressed that he preferred to catch Frosch "red-handed" attempting to export the cylinders, so the GoA could formally charge him with violating Austria's export laws. Otherwise, Krehlik lamented, DFE Industrial Spare Parts will continue to try to initiate the shipment.
