C) Given the inter-agency dimension of counterterrorism
financing, post believes annual, regional conferences would
be extremely useful to bring together TFCOs/DTFCOs and key
Washington contacts. We suggest that a European CTF
conference should include posts throughout EUR, not just EU
posts. Indeed, because of the global nature of TF, post
believes an annual worldwide CTF conference would allow
TFCOs/DTFCOs to share best practices and review global trends.
D) The USG could encourage enhanced intra-European contacts,
at a number of levels and on various themes, at the national
level, complementing on-going U.S.-EU TF dialogue. Post
believes many small- and medium-sized countries would benefit
from real world case studies and experiences.
E) Post greatly appreciated the recent visit of Treasury U/S
Stuart Levey. Such high-level visits provide an opportunity
to engage governments at a sufficiently senior level to
discuss policy. We welcome continued engagement in foreign
capitals and with visiting foreign officials in Washington.
