1. (S) On September 15, Econ Unit Chief delivered reftel
talking points to Helmut Falschleiner in the Ministry of
Economy's office responsible for dual-export controls,
requesting the GoA to investigate the Austrian firm WFL
Millturn Technologies' offer of spare parts to the Beijing
Power Machine Institute in June 2005. Falschleiner was
unaware of the offer. He promised to look into the matter
and transmit any information to post.
